Crows will harass a hawk, an owl, or even an eagle. Why? Also I have seen smaller birds harass a crow.

Smaller birds are generally more manuverable in the air compared to larger birds. Falcons and skuas as well as frigate birds have exceptional manuverable flight abilities. Owls are pound to pound built for power but lack manuverablity in comparison to hawks, falcons etc. Owls are more agile and manuverable than eagles even at equal weight but the former is not as acrobatic.
